Any person who considers himself injured in a right or in a legitimate interest, by a public authority, by an administrative act or by the failure to resolve a request within the legal time limit, may apply to the competent administrative court for the annulment of the act, the recognition of the alleged right or of the legitimate interest and compensation for the damage caused. The legitimate interest may be both private and public.
The person injured in a right or in a legitimate interest by an administrative act of an individual nature, addressed to another subject of law, may also apply to the administrative court.
